同心县局“两抓一查一完善”开展基层农业统计调查专项执法检查

根据自(zi)治区(qu)统计(ji)局(ju)《关于(yu)开展基层农业(ye)统计(ji)调(diao)查(cha)(cha)(cha)专(zhuan)项执法检查(cha)(cha)(cha)的(de)通知》要求,我(wo)局(ju)高度重视,精心安排,认真布置(zhi),在建(jian)立健全(quan)统计(ji)制度、做好局(ju)内基础(chu)工作的(de)同(tong)时,结合(he)我(wo)县(xian)农业(ye)统计(ji)工作的(de)实际,对县(xian)内基层农业(ye)统计(ji)调(diao)查(cha)(cha)(cha)工作进行了(le)专(zhuan)项执法检查(cha)(cha)(cha)。       ;     
一(yi)是(shi)抓基(ji)础建设。同心(xin)县统(tong)计(ji)局设(she)置专人专职(zhi)从事农业(ye)(ye)统(tong)计(ji)业(ye)(ye)务,县内各乡镇(zhen)和相关(guan)部门也均设(she)置统(tong)计(ji)岗位(wei),对(dui)报表制度及指标解释不懂(dong)得及时(shi)向区局(ju)农村(cun)处业务人(ren)员请教并(bing)定期向基层农(nong)业统计员进行指导和(he)检(jian)查,做到农村(cun)统计制(zhi)度健全、台账(zhang)完善、基层报表报送及时准确、档案管(guan)理规范。上(shang)报的各(ge)种农(nong)(nong)村(cun)统计(ji)(ji)报表(biao)严格执行自治区统计(ji)(ji)局农(nong)(nong)业(ye)及农(nong)(nong)村(cun)报表(biao)制度(du)。
二是(shi)抓数据质量。同(tong)心县局根据农业统计(ji)报表(biao)制度相(xiang)关要求对(dui)涉及农(nong)业产(chan)值统(tong)计(ji)、农(nong)林牧(mu)渔业生产(chan)情(qing)况(kuang)统(tong)计(ji)、县(xian)(市)社会经(jing)(jing)济(ji)基本(ben)情(qing)况(kuang)统(tong)计(ji)等关(guan)系全(quan)县(xian)经(jing)(jing)济(ji)的重大经(jing)(jing)济(ji)指标,进行了详细(xi)的自查(cha)(cha)和复查(cha)(cha)。从(cong)自查(cha)(cha)和复查(cha)(cha)情(qing)况(kuang)来看:(一)计(ji)算农(nong)林牧(mu)渔业产(chan)值方面,能及时使用区局反馈数据;在(zai)(zai)(zai)(zai)计(ji)(ji)(ji)算(suan)农林牧渔(yu)业(ye)产值、增加(jia)(jia)值所使用(yong)的(de)生产价格方面,与上报(bao)(bao)国家的(de)一(yi)致;在(zai)(zai)(zai)(zai)计(ji)(ji)(ji)算(suan)农林牧渔(yu)业(ye)增加(jia)(jia)值所使用(yong)的(de)增加(jia)(jia)值率上,没有超出规定的(de)范(fan)围;每(mei)次(ci)在(zai)(zai)(zai)(zai)计(ji)(ji)(ji)算(suan)产值时都附(fu)有农林牧渔(yu)业(ye)产值计(ji)(ji)(ji)算(suan)表(biao)。(二)在(zai)(zai)(zai)(zai)农林牧渔(yu)业(ye)生产情况季(ji)度报(bao)(bao)表(biao)和农业(ye)生产情况年报(bao)(bao)统计(ji)(ji)(ji)报(bao)(bao)表(biao)方面:对(dui)于(yu)农作(zuo)物播(bo)种(zhong)面积(ji)、产量和主(zhu)要(yao)畜禽(qin)存栏等指标(biao),第(di)一(yi)时间与(yu)调查队联系,采(cai)用调查队数据(ju),统一(yi)科学(xue)测算、上报相关数据(ju);对于蔬菜、瓜果面积及产量、森林抚育(yu)面积、造林面积等方(fang)面,主要采用农科、林业等(deng)部(bu)门数据(ju),对于乡镇全面统(tong)(tong)计取(qu)得的(de)数据(ju),因农村(cun)零(ling)星种植(zhi)易被(bei)漏统(tong)(tong)或采用估(gu)计的(de)方法取(qu)得,数据(ju)与实际偏(pian)差较大(da),一般用于参考(kao);(三)在乡卡、县卡统(tong)(tong)计资料收集上报(bao)(bao)方面,基本实现联(lian)网直报(bao)(bao),对于个别难以取(qu)得的(de)数据(ju),采用部(bu)门数据(ju)进行分(fen)解统(tong)(tong)计,不存(cun)在代填代报(bao)(bao),指(zhi)令报(bao)(bao)送等(deng)违法统(tong)(tong)计行为(wei);(四)对于部(bu)分(fen)重点农业统(tong)(tong)计指(zhi)标,设置(zhi)原始(shi)记录和统(tong)(tong)计台(tai)帐(zhang),确(que)保(bao)数据(ju)连续(xu)性和可查(cha)寻性。                   
三是查存在问题。(一)乡(xiang)(xiang)镇统(tong)(tong)计(ji)(ji)基(ji)础工作仍很薄弱。由于体制、机制、经费等原因,村(cun)级没有专职统(tong)(tong)计(ji)(ji)人员,也无统(tong)(tong)计(ji)(ji)台帐(zhang),村(cun)会计(ji)(ji)根本无法统(tong)(tong)计(ji)(ji)到比(bi)较真实的统(tong)(tong)计(ji)(ji)数(shu)据,村(cun)级数(shu)据只(zhi)能根据本村(cun)情况(kuang)与(yu)乡(xiang)(xiang)镇下(xia)达(da)指标进(jin)行(xing)估(gu)计(ji)(ji)统(tong)(tong)计(ji)(ji);乡(xiang)(xiang)镇统(tong)(tong)计(ji)(ji)人员的变(bian)动(dong)频繁,使(shi)统(tong)(tong)计(ji)(ji)资料有时移交(jiao)不全。乡(xiang)(xiang)镇统计(ji)信息化建(jian)设普遍(bian)滞(zhi)后,无法满足现(xian)有工作(zuo)需求。(二(er))基(ji)(ji)(ji)层(ceng)(ceng)(ceng)统(tong)(tong)(tong)计(ji)执(zhi)法势单(dan)力薄。随着市(shi)场经济的发展(zhan),各种(zhong)专业(ye)(ye)(ye)调(diao)查、抽样(yang)调(diao)查大量(liang)增(zeng)多(duo)(duo),农(nong)(nong)普(pu)、经普(pu)、人普(pu)等大型(xing)普(pu)查最终业(ye)(ye)(ye)务(wu)量(liang)都落实(shi)在基(ji)(ji)(ji)层(ceng)(ceng)(ceng),使得基(ji)(ji)(ji)层(ceng)(ceng)(ceng)统(tong)(tong)(tong)计(ji)业(ye)(ye)(ye)务(wu)量(liang)成倍(bei)增(zeng)加。面(mian)对涉及面(mian)广量(liang)大的基(ji)(ji)(ji)层(ceng)(ceng)(ceng)单(dan)位、企(qi)业(ye)(ye)(ye)和个体户,基(ji)(ji)(ji)层(ceng)(ceng)(ceng)统(tong)(tong)(tong)计(ji)部(bu)门(men)(men)人员薄弱与统(tong)(tong)(tong)计(ji)执(zhi)法需求之间的矛(mao)盾(dun)日(ri)益突出。(三)政府统(tong)(tong)(tong)计(ji)与部(bu)门(men)(men)统(tong)(tong)(tong)计(ji)交叉重复(fu),造(zao)成了(le)数(shu)出多(duo)(duo)门(men)(men)。主要表(biao)现在农(nong)(nong)产品产量(liang)统(tong)(tong)(tong)计(ji)、农(nong)(nong)民(min)收(shou)入统(tong)(tong)(tong)计(ji)、畜牧业(ye)(ye)(ye)生产统(tong)(tong)(tong)计(ji)等统(tong)(tong)(tong)计(ji)活动(dong)除政府统(tong)(tong)(tong)计(ji)系统(tong)(tong)(tong)在进(jin)行全(quan)面(mian)统(tong)(tong)(tong)计(ji)外,其他专业(ye)(ye)(ye)部(bu)门(men)(men)也在开展(zhan),不仅使最基(ji)(ji)(ji)层(ceng)(ceng)(ceng)统(tong)(tong)(tong)计(ji)人员重复(fu)给各部(bu)门(men)(men)报(bao)数(shu),而且造(zao)成数(shu)出多(duo)(duo)门(men)(men),互相冲(chong)突。
四是完(wan)善(shan)报表制度。在充分调(diao)研的基(ji)础上,加强农村统(tong)(tong)(tong)(tong)计(ji)报表制(zhi)度的改革完(wan)善。在具体操(cao)作(zuo)(zuo)(zuo)中充分考虑基(ji)层(ceng)(ceng)情况,简化统(tong)(tong)(tong)(tong)计(ji)指(zhi)标(biao)(biao)设置,避免指(zhi)标(biao)(biao)重复,不(bu)随意增(zeng)加基(ji)层(ceng)(ceng)工(gong)作(zuo)(zuo)(zuo)负担。能通(tong)过(guo)抽样调(diao)查方(fang)法(fa)获得的指(zhi)标(biao)(biao)数(shu)(shu)(shu)据(ju),尽(jin)量(liang)采用抽样调(diao)查方(fang)法(fa),取消相应(ying)指(zhi)标(biao)(biao)的全面报表,减(jian)轻(qing)基(ji)层(ceng)(ceng)统(tong)(tong)(tong)(tong)计(ji)人员的工(gong)作(zuo)(zuo)(zuo)任务,也有利于(yu)基(ji)层(ceng)(ceng)统(tong)(tong)(tong)(tong)计(ji)数(shu)(shu)(shu)据(ju)的准(zhun)确性提(ti)高;同时加强与部门共建数(shu)(shu)(shu)据(ju)共享(xiang)平(ping)台,一方(fang)面统(tong)(tong)(tong)(tong)一口径,避免数(shu)(shu)(shu)出(chu)多(duo)门,另(ling)一方(fang)面减(jian)少重复工(gong)作(zuo)(zuo)(zuo)量(liang),提(ti)高数(shu)(shu)(shu)据(ju)质量(liang)的准(zhun)确性和可(ke)信(xin)性。
